Evacuation offer from Amtrak

I was just watching NBC's "Meet the Press" and Tim Russert was interviewing the Mayor of New Orleans Ray Nagin. He was really raking the him over the coals just as Mayor Nagin had with the Bush, Feds, state government, FEMA etc. when the subject of Amtrak came up.

Tim Russert said that Amtrak had offered to evacuate people before Katrina struck. I don't think he mentioned an exact time but it must have been just before they started moving equipment out of New Orleans.

The Mayor said he never heard this offer.

Does anybody know the details on this offer of help? Did it come from Gunn or did it come from a lowly Road Foreman of Engines in New Orleans? Is it a rumour or what? What happened out there and what was the timeline?
