On Thursday, 11/17, and Friday, 11/18, train 1092 will run instead of train 92. 1092 will depart Miami at 6.20 a.m. instead of the normal 11.50 a.m. There will be other schedule alterations, I'm sure.

Here's a rare chance to see two "92's" at Savannah, and a few other stations north of there, on the same day.

It has little to do with Richmond and even less to do with the RF&P sub. There is a curfew for switch installation south of Petersburg as mentioned in CSX's Virginia Capacity Projects information site that will impact a few Amtrak trains.

Specifically:

Crossovers - Several new rail crossovers will be built on the tracks south of Richmond, allowing trains to switch between the two main tracks to safely pass other trains. These new crossovers will be located near Richmond's Westover Hills neighborhood, near the Walmsley Boulevard crossing, and near Amtrak's Petersburg Station. Trees will be removed near the construction sites, and trucks will deliver materials such as ballast rock, crossties, rail, and other mechanical components. Heavy equipment will level the ground in preparation for the new track infrastructure, which will be built on site. Finally, cranes will be used to install the new track crossovers and crews will install signals that direct trains on how to proceed through the crossover. All of the crossover work is expected to be completed in 2018.
Additionally:

Work for each phase of the project will be done during daylight hours. During this time, neighbors can expect to hear noise from trucks and heavy equipment, as well as train horns. As a safety precaution, train engineers must sound their horns when moving through a construction zone.

Capitalizing on some of the materials and equipment already in place, CSX will also take the opportunity to rebuild and resurface several street-level rail crossings in the area. Local authorities and drivers will be notified of any road closures and detours well in advance so they can plan accordingly.

I guess they are making these declarations so there is no surprise when people that live along the tracks hear a lot of noise or find out their block is closed at the railroad tracks.

Cutting in the double track between Reams and Carson and associated signal suspension on the North End Sub. CSX has a 6am-6pm curfew Friday and Saturday to cut in both interlockings.
