Some detectors only broadcast if a defect is found, but are otherwise silent. I think there may be a few that don't talk at all, but instead send a note to the dispatcher to call the train.
 
Defect detectors are necessary throughout the country because its nearly impossible to detect dragging equipment without the DD. And while most equipment on the NEC has on board hot box detectors (Amfleets), there are still a large number of cars with outboard bearings where a wayside DD is needed. The talking defect detector was an innovation by Seaboard IIRC, and its been widely adopted, but its not the only mechanism to report defects.
