There is a pricing premium for lower level seatd on th elong distance trains.

What actually are you getting for the extra fare charge?
 
A seat on the lower level of the car, nothing more. Many times the fare is the same for a lower level seat and an upper level seat, but depending on how many of each have been sold one can end up being more expensive than the other.

For a long time I thought that there was actually a charge for a Lower Level Coach Seat, but I recognized that it does not say "Add $xx to seat fare," meaning that coach and lower level seats are the same price. The majority of the time, a lower level seat is the same price as regular coach.
