I mailed a Christmas card to my cousin, who lives in Brooklyn, NY. He has never received the card, and I am worried because I enclosed a $50 Amtrak Gift Certificate as a Christmas present for him. Is there a way that Amtrak can "block" such gift certificates from being used and/or issue a refund?

It's theoretically possible if you call Amtrak and can provide the exact serial number of the card. On the other hand, it's not likely. Give them a call and let us know what happens.
