3 Zones.. or 4?

I always thought there was only 3 zones (East, Midwest, and West) but noticed that there is a fourth, Northeast. How does that figure into AGR? If I'm going from Chicago to DC, is that 3 zones or 2? Seems silly for it to take more points to travel a few miles.
 
ONLY consider the Northeast zone as a zone if BOTH your origination point AND destination point are TOTALLY WITHIN that zone! (Example: NYP-BOS or BUF-WAS) If even ONE of them is outside the Northeast zone (such as BOS-MIA), ONLY count the EASTERN zone to determine how many points you need!
