If you're thinking of the Kentucky Cardinal, then no, that never ran south of Louisville. (At the start of its service, it actually didn't cross the Ohio and ended in Jeffersonville.....) If I recall correctly, though, there is Thruway bus service to Nashville.
The problem with Metro fares is it all depends on where and when you're going. Union Station-Crystal City at 12 Noon is a different price than at 8AM (during rush). And a different price than Union Station-Bethesda at either time, unless by coincidence. But the fare combinations from any given...

Then you would have gotten an eVoucher for $65. Since the money wouldn't be paid out to you (cash or refund to a card) then you wouldn't have a refund fee of 10% applied.
I know the 10% is their standard refund policy if you get the refund as cash or back on your card. You only get the whole amount as a eVoucher (Amtrak's version of store credit). See this:
