Wreck Repair vs. Wreck Rebuild?

I was reading Amtrak's FY06 Business Report and I came upon a very

confusing part that I don't get What's the Difference between Wreck

Rebuilts and Wreck Repairs? I am totally confused. For Wreck

Rebuits it put zero and Wreck Repairs 20 for Cars and 5 for Locomotives I think it was I read

somewhere.

wreck repair=fixing the wreck damage to return equipment to it's pre-wreck status. Wreck rebuild=refurb to something more/other that what it was before (i.e. a wrecked locomotive rebuilt as a cabbage car, a wrecked passenger coach rebuilt as a baggage car, etc)
 
I would presume that a rebuild involved a strip-down, while a repair was just fixing the damage.
