Why is the CONO listed as 1059 and not 59?

SOP is that when there's something that causes a train to have its schedule shifted by enough to trigger the same stop being hit by the same train number twice in a day, one iteration or the other gets prefixed as "10XX" or "1XXX" so as to avoid a system error. [This is also why Lakeland, FL has two codes for the two times the Star stops in each direction.]
