No matter of which track you need to access, you must use a ramp (incline) down and under track two and back up to the platform between tracks one and two. No elevators. Problematic for mobility impaired - pushing a wheel chair up the incline?
 
But is that any different than at LAX?
LAX has a few Red Caps; VNC has maybe one person who could drive someone to the platform.
Like LAX, both Metrolink and Amtrak passengers use the station.
I know, on my evening commute home, the conductor and engineer keep an eye out for a particular passenger who, with some amount of difficulty, takes some time to make the walk down and back up to the platform. Holding a minute or so saves him a 45 minute wait for the next train.
