While he's right, I suspect a lot of people don't see anything wrong with ending up with 'just highways and air' (which is probably all they use).
 
And another piece of the puzzle is that Amtrak is invisible to most Americans. An abysmal percentage of desk clerks in major hotel chains are even aware that Amtrak has a passenger terminal in their city. If you ask them how far it is to the train station, they are more likely than not to give you a blank stare and say "What train station?". And that invisibility to the average American (which is a rather head-scratching irony when you consider that most Americans also want Congress to keep or enlarge the U.S. passenger rail system) is one of Amtrak's biggest obstacles, self-induced or not.
