The UHRR was scheduled to complete improvements to allow for service to/from Saratoga. This would have allowed connection from amtrak adirondack, but money came up short for this year.

The one million in state funds are now available, so work will be going on this summer and fall.

It's another 16 miles from Corinth to Saratoga Springs, where the trains could connect to scheduled Amtrak service.

The route follows the Hudson River and dates from about 1870.

Almost right. The line (approx) follows the Hudson River from North Creek to Corinth, but then does not even come close (15 or 20 miles away) between Corinth and Saratoga.
