I have been listening to the wonderfull and powerful sound of trains for over half a century. I hear them every night and can sleep to them. Lately I have noticed a wimpy screeching emitted from trains and was wondering if perhaps anyone else finds them to be as stupid as I do.

A lot of the problem is that a cord will get broken (GE's typically have 5 cords IIRC), when one gets busted it makes it sound like crap. Very few of Amtrak's facilities have the equipment to fix a busted horn (I think Redondo, 14th Street, Beech Grove, and Wilmington are the only ones), so it's possible for an engine to roll for a long period of time without seeing one of those facilities.
