There is also something of a broad spectrum. Take a picture with a single person as the subject? Probably nicer to ask (in most situations). Take a picture of an entire car with only a handful of people in it? Maybe. Take a picture of a whole car with lots of people in it? Somewhat silly to go around asking everyone.
