MSP LRT testing bright flashing "ditch-lights" after fatalitie

Seen last few weeks one or two Green and Blue trains equipped with super-bright outboard auxiliary headlights that flash left-right-left like the freights do near crossings. These are startlingly bright left-right flashers used at the "streetcar" crossings on the LRT

Local news has been "too many fatalities on light rail"

Is this local? Is there some Federal mandate to put auxiliary flashing headlights on all LRT?
