Many years ago there was food service on one Amtrak train between NYP and Harrisburg. evening rush hour out of NYP and morning rush hour back. Never did very much business, similar to food service on the Albany trains...
Food service on the Albany trains did well enough.
The cart service on the Hiawathas apparently did better, though. Cafe cars have an "out of sight out of mind" problem.

My point about the vending machine is you convert the cafe counter area to a vending machine area.

Why not a few seats in the cab car. Those are captive or mostly captive to the keystone. If one must have an automat car

First of all, they are not captive. The routinely interchange with the Springfield shuttle. Additionally, Amtrak is short revenue seats. Are you really advocating removing actual seats and replacing them with vending machines??

If anything, convert a cafe car. However, as previously indicated, the state would still have to pony up.

Now, I have an idea.

If PA got together with NY and equipped few cafe cars with vending that they could split between their respective pools, that might make sense.
