And that, in turn, is the point I was making, that Amtrak should threaten to lobby for Congress to take that burden off of Amtrak's shoulders and make the freight RR's pay it, unless the freight RRs comply with the Amtrak preference requirement. If they want the benefit, they ought to be required to take the responsibilities that were part of the deal as well. I would go further, and demand that the freight RRs repay the taxpayers for the pension moneys the taxpayers have unfairly had to pay for retired freight RR pensioners' service time with the freight RRs, not with Amtrak. We as taxpayers shouldn't be shouldered with that in any case. If the freight RRs are sticking it to us, we ought to stick it to them.
