The Victorville Transportation Center is also a stop for the SWC. Thank goodness nobody got hurt.

As currently written there is no specific evidence given that she was actually trying to move the train and unless standard safety protocol was completely ignored it's extremely unlikely she would have been able to move the train regardless if it was running or not. Even if she could have somehow moved the train the detrailer would have put it on the ground before it could reach the mainline. If this were a real story with a real journalist the first question discuss what is being done to ensure that unauthorized movement is being adequately prevented and the second question would be what can be done to help get people off the street without simply waiting for something awful to happen so they can be thrown in jail.

She probably could have moved it within the yard.
