help in modifying trip

So the price of my roomette on the CL from CHI to WAS just went from 161 to 142 and I already paid the 161 price. Can I modify my trip to the lower fare, or do I have to call Amtrak to be able to do this. Will they allow a change to a lower price and will I get a refund? thanks

You can modify the trip and get the lower fare. You must contact an agent and specifically say you want to MODIFY (not cancel) your reservation.

You can get a refund of the difference in fare, but that will result in a 10% penalty. You can also accept an e-voucher for future travel, which will be for 100% of the difference!

So, the penalty on the $161 fare would be $16.10. The difference in fare is only $19. So, the net advantage would be only $2.90? Well, unless you go for the eVoucher, which can expire.
