Heater on Amtrak trains - What's normal?

The "thermostats" in each room are mainly "decoration" only. You really can't control the heat or A/C. It is controlled by the main car thermostat.
They have worked for me on the Empire Builder in the winter. There's electric heat under the window, and heat come up into the opening there when I turned it up, and off when I turned it down. It doesn't control the temp from the air vent above.
 
Traneman is correct. The knob does control the electric heat in the room. The vents above are central air and the temp is controlled for the whole car from a panel on lower level not accessible to passengers. Not being a fan of drafts, I always closed the ceiling vents and sometimes seal them with tape in the summer time.
