The first Broad Gauge trans-border train service between India and Nepal is expected to get rolling this December (2018).

Eventually there will be four border crossing points and the border crossing from Raxaul will get built out to Kathmandu.
Given that the Chinese are starting work on extending the Shegatse (Xegaze) branch of the Tibet Railway to Kathmandu it looks like the two line - Broad Gauge from India and Standard Gauge from China will meet in Kathmandu, and given the availability of Gauge changing on the fly equipment from the likes of Talgo, there might develop a trans-border service between China and India via Nepal first, before the other possible border crossing between China and India via Yadong/Nathu La/Kalimpong along the Chumbi Valley route between Tibet and Sikkim/India - a traditional Silk Route, gets developed.
