Following is quoted from Gene Poon on Trainaroders.

Amtrak is facing a shortage of electric locomotives in the Northeast Corridor. Over 43% of the rostered AEM-7, and 40% of rostered HHP-8, are currently out of service.
Already, New Jersey Transit locomotives are being borrowed for Clocker service.

The gory details:

AEM-7: 51 on roster/active, 22 of them out of service, of which six are for scheduled maintenance.

HHP-8: 15 on roster/active, 6 of them out of service, 3 of which are for scheduled maintenance.

All five remaining E60 electrics on the roster are out of service, and have been for months.
 
That's not a good thing to be short on. I wonder if they are running diesels through to places like Philly on Long Distance trains since they've only got a MSP of 110 anyway.
