Why does the CSX always close down the line east of New Orleans for trackwork? Every year the line is closed for a few weeks.

Likely because of the limited number of trains that use the line it is easier to shut it down and do round the clock work than to put a curfew in effect and have it take a longer period of time to acomplish.
