No reason not to, as long as they can hold off on shoving freights down the line at busy passenger times. The third track is mostly sued for freight anyway, though any train can be on any track in that area. The third track is the one that has no platform on it at Alexandria station at this time.
 
Traffic outside the office window today seemed to be very normal. There was even a northbound freight around 5 PM, so I suspect there's only a very small area that's disrupted.

Even saw a P40 taking a lone Superliner car of some kind south around noon!
