It is a great story and shows how manipulative the big bad U.P. can be. The Capitol Corridor continuously suffered roller-coaster like ridership statistics up until about a year ago when Eugene Skoropowski and the Capitol Corridor staff arranged special incentive paytments to the UPRR based on the route's performance. Since then the trains have ran, more or less, on time all the time and the ridership has jumped to reflect that passengers will ride when the trains are reliable. When they are not reliable or on time, GPS-equipped automated message boards and public address systems announce the extent of the delays and expected arrival times, often with the help of specially-trained staff that step in to make sure the information being provided is accurate. This is quite to the contrary of how other Amtrak trains run over the U.P. rails, as most of you already know. Unfortunately U.P. holds the cards to make or break an Amtrak service and they know it all too well.
