Blue shirts vs. white shirts?

Now that the weather has warmed up for thr summer, and the conductors have shed their jackets and working in their shortsleeves, I've noticed that some of them wear blue uniform shorts and some wear white shrts. The first time I saw this, it was a coach attendant who was wearing the blue shirt, so I though that maybe the colors denoted crew functions, but more recently, I've had tickets pulled by blue-shirted conductors. Is this a rank thing (the head conductor wears white, his assistant wears blue)? Or a seniority thing? Or is it strictly random?
 
It's a personal choice of the employee. I choose to wear white over the blue since I can bleach them prior to dry cleaning them. Without bleaching the blues don't come very clean, IMO.
