I thought this was an interesting video. It goes into a lot of detail (good for RR nerds like me :) )

An Up-Close Look At the MBTA's Newest Project | Boston Railroading Explained: The Fiber Train

For background, the MBTA met the deadline for PTC installation on its lines by stringing wire on poles, sometimes using existing poles. However this interim solution is not ideal in a climate where ice storms can bring down wires. The long term solution is buried fiber optic cables, which is what this special train does.

I just found this "Boston by Rails" YouTube channel. It has a lot of interesting stuff about the Boston RR scene.
