The Starlight, Sunset, Chicago-Northeast, and NY-Florida trains are always late. Why? Is it mostly because of freight? What's being done about it? Are there any major track construction/double-tracking projects going on to improve OTP?
 
UP and CSX basically don't give Amtrak the time of day when it comes to performance. You'll note that the train that's chronically and wildly late runs on both railroads. Heck, UP still has trouble running freight on time!
 
So what kind of track improvements are being done and where to improve traffic flow?

Well, for one, a lot of double tracking is taking place across the UP system. This will alleviate a lot the delays, but certainly not all of them. Additionally, a lot of track is now being put in place with cement-ties which allows for smoother travel and higher speeds.
 
Silver Service train schedules were adjusted for trackwork a few months ago.

The trains had to leave by 12:00pm to avoid getting stuck!

Don't know if the work is still in progress.
