I was just on a sold out Pennsylvanian. All the baggage racks, wheelchair spaces and other areas including vestibules were full of baggage. It seems like a safety issue and cause for concern during an emergency situation.

The two pieces seems the most generous in the industry including VIA rail whose new policy only allows 1 piece at 40 lbs or two pieces at 25 lbs each!

Shouldn't Amtrak enforce its carry-on policy?

Yes, but in a way it's not fair to some (most? ) passengers.

Example:

  1. Person travels from NYP to DEN, both of which offer checked baggage service. They can check 2 bags and carry on 2 more, or 4 bags in total.
  2. Person travels from KIN to DEN. They offer checked baggage service in DEN but not in KIN, so this passenger is limited to the 2 bag carry on limit.

Is the passenger from NYP more important than the one from KIN?
