From Trains.com:

TEXARKANA, ARK. - Union Pacific's scheduled replacement of 37,000 ties on a 20-mile stretch of main line between the Amtrak station stops of Texarkana, Ark., and Mineola, Texas, will require the westbound Texas Eagle to use an alternate route from September 3-7, inclusive, and from September 16-18, inclusive. The work will be done in the daytime, so the eastbound Texas Eagle, which passes through the area at night, will not be affected.

Here's Amtrak's press release on this:

August 27, 2004
TEXAS EAGLE TRAINS TO DETOUR SOUTH AND WESTBOUND DURING SIX DAYS IN SEPTEMBER

Missed stops in Texas covered by chartered buses

CHICAGO - Scheduled track improvements on the Union Pacific Railroad south of Texarkana, Ark., and east of Mineola, Texas, will require Amtrak to use an alternate route for the Texas Eagle, with missed stops at Longview and Marshall, Texas covered by chartered motorcoaches.  The dates below are subject to change.

The south and westbound Texas Eagle (Train 21) is affected in Texas from Sept. 3 through Sept. 7 and from Sept. 16 through Sept. 18.  A chartered motorcoach will transport passengers south from Texarkana to Marshall and Longview, where a second motorcoach will transport passengers west to meet the Texas Eagle at Mineola.

The east and northbound Texas Eagle (Train 22) is unaffected, since it operates through the area in the evening, outside the times Union Pacific track crews will be working to replace 37,000 crossties on 20 miles of track.  When the improvement is complete, Texas Eagle passengers will benefit from higher speeds and a smoother ride.
