I would have thought that with the move to online bookings and self-print ticketing, that the need for ticket counters should shrink rather than grow over time. So even with trains and passengers numbers increasing year on year, I don't see why Amtrak needs more ticketing space.

The 'new' ticketing area would be just that, not an addition to the current ticketing area.

Since, it hasn't been built yet, we have no idea how big the actual area will wind up being.
