The only places where you really see two Engineers these days are places where you're running through unsignaled territory or if it's not practical/safe to run one Engineer due to the territory.
The Vermonter route is unsignaled north of White River Junction. Not sure about south thereof, but I think that does have signals.
Only a portion South of WRJ, not the whole distance.
 
From my understanding with the upgrades that were done to the NECR the CTC extends from Brattleboro to White River Junction. So from Palmer to Brattleboro and from White River Junction to St. Albans it's dark territory. The south end being dark shouldn't be an issue once the train moves over to Pan Am rails next year.
