As of 7.34 p.m. EDT it looks like almost all trains between Washington and Richmond are literally parked - moving 0 MPH. One of the few exceptions is 66 out of Richmond.

Been there, done that...It makes sense if a train has been sitting for 5 or 6 hours, the cafe car could be out of food. This is particularly true if the train was heading north since it was likely stocked the day before and is heading back from a turnaround point without additional stock..
