Per the Milwaukee Journal-Sentinel: http://www.jsonline.com/news/wisconsin/food-beverage-service-to-end-on-amtrak-hiawatha-line-b9940509z1-212757141.html
Cost $230K combined for IL and WI to provide snacks on the train.
I've ridden the Hiawatha a lot and seen few people actually buy anything. Most people stock up either at Chicago or Milwaukee before their 90-minute ride.
Sounds like those funds will be redirected to installing WiFi, which I think is a better use of the money.
