Thank you everybody for caring. So, I called Amtrak to change my reservation from an even number roomette to an odd number one, and I was told it would cost me $70 to make such change... I've decided to remain in my original even numbered roomette.

Just dug the info from Amtrak website: dinner starts at 5. And as of now(this could change), only sleeper car passengers can access the diner car along the entire route. Coach passengers can only use the cafe car emanating from Boston and merging in Albany.

As far as I know, CBSA is still a branch of the Canadian Government, CBP the US and MTR is owned by a private company... So the role of the Quebec Government would be limited in scope if any, like showering a private company with tax breaks.

If MTR gets pre-clearance, this is going to cut 1 to 2 hours of travel (stalled) time on the Adirondack.
