I have a trip booked for Sept &,as usual, I'm always thinking of other routes that may be better. So, not really understanding the difference between "Cancelling" & "Modifying", I decided to call & ask.
The Rep. told me if I change my reservation and the new reservation cost less than the original, I would be charged a 10% penalty. If the cost of the new reservation is more then there is no penalty.
Is this how you guys understood it?
 
That's the case with me for points but not dollars. So, when I rescheduled a points-redeemed trip for one that cost fewer points then I lost 10% of the difference. But when I change one that I paid for with dollars to a cheaper one, I get the remainder back, no penalty.

May we assume that since you posted in the Guest Rewards Forum, that you are referring to points and not dollars?
 
Since this is the rule wrt points, yes, this is how I understood it.
