Thought some would find this interesting.

Frankly I was a bit floored to learn that Amtrak does not have a computerized contract management system in place yet. No wonder they don;t have a clear idea about the status of their contracts, and also that they enter into contracts with significant deficiencies caused often by the decentralized, disconnected way in which contracts are managed. Given what has been observed in all organizations, there is also likely significant foot dragging by the rank and file since a centralized management system would impinge on individual fiefdoms. This is not peculiar to Amtrak, but it takes a forceful directive and budget from the top to fix it. Apparently Boardman through his regime did not do much to fix this, and so far there seems to have been a reluctance in fidning the small amount of money that needs to be budgeted for this.

For what it’s worth, there’s a reason hardly any administrative functions are left in Chicago and almost everything has been moved east.
