From Pittsburgh's Trib newspaper, http://triblive.com/news/regional/11008608-74/train-ambridge-police:

Two people were killed early Sunday morning when they were hit by a passenger train in Ambridge, Beaver County, authorities said.
I'm sorry for the victims who were struck; and sorry for the crew, who will have to live with this trauma, and for the 215 passengers routed out of sleep on their way to Cleveland, Toledo, or Chicago.

And from the other Pittsburgh newspaper, http://www.post-gazette.com/local/west/2016/08/21/Two-killed-on-train-tracks-in-Beaver-County/stories/201608210200. I don't know what prompted the chief to speculate that the victims were going for a swim (at 12:30 a.m.? near the sewage treatment plant?):

Most likely they thought it was a slow moving freight train. People see more freight trains than they see Amtrak trains.

People also mistakenly think that trains will behave like cars when they play range chicken. They think like on the road if they stick their nose in the other guy will veer or slow down or stop or go into the ditch or something. Brain shortage is an epidemic.
