Northeast Corridor Commission just published its Connect 2037 Vision/Plan. Here it is, a large PDF document:

The extra documents are here: Document Library | Northeast Corridor Commission I was looking for the appendix, since the full report mentions funding for Penn Station Access, an MNR project, though mostly on Amtrak tracks. I also found the graphic below in a very technical financial document for 2037. Please don't say it's a year late, maybe they count from zero. Anyway, the funding so far for Penn Station Access is from NY and FRA, but the doc says it's possible Amtrak will kick in some matching funds later as they scramble to get the $1.1b not yet funded, out of $2.9b. Does seem high, so I hope that switching yard and bridge are in brand new condition at the end of it. Status is "in progress" both for Final Design, and for Construction.
