Maybe they were moving the shoving platform from one location to another.

BNSF uses cabooses as shoving platforms.
I think shoving platforms are mostly used for local service and this was a multi-state crossing freight train.

On Thursday, May 10, I saw a caboose on the end of an eastbound BNSF freight train in Iowa. The name of the train is DENGAL for DENver, Colorado to GALesburg, Illinois. The caboose is RGEX 4773: a bay window caboose formerly owned by Southern Pacific. RGEX means it is (or perhaps was since it's left Colorado) owned by Royal Gorge Industries LLC. The conductor said the caboose was heading for Pennsylvania.
