It isn't just in Cambodia that people ride a public Transit for air conditioning. In first world countries like the United States I've used buses where that occurs.
When I asked the bus driver on a NJ Transit bus in Atlantic City why so many people stayed on at the end of the line her answer was that "A lot of people are poor and can't afford an air conditioning unit. So on days with temperatures in the 90s a lot of people ride the bus to escape the heat. It's down right shameful that in a first world country we can't take care of our people better. Air conditioning isn't a right it is a privilege.
However that being said we should raise minimum wages to a level where people can buy it if they want it, along with healthcare, and other basics of life.
