Quite on point...the only real oversight is the failure to have PTC up and running on the Cascades line (and there, I suspect fingers will go over to WashDOT pushing them to get the service running resulting in said inadequate training).

I believe PTC not being up and running is not a failure because it was planned to be in service up and running by the deadline. Even if it was up and running on the track there was no Amtrak locomotive and cab car capable of using it. Amtrak is the outfit that does not use PTC on the rst of the Cascade route, which is so equipped and used by BNSF at that time.
The real failure of oversight I believe is the seemingly inadequate and haphazard training and route familiarization of the operating crew. PTC is a something to fall back on if everything else fails. It is not something that is to be used to cover up poor training and trainmanship.

It seems as though the temporary move back to the coastal line actually is about customer concerns rather than any actual threat. While many people are happy the old line is being used until PTC is operational on the bypass, most of them don't realize that PTC is not being used by Amtrak on the coastal line either.
