A friend has an AGR reservation from Los Angeles to Chicago on a sleeper. He called AGR to change the departure point from Los Angeles to Riverside. He was told he'd have to cancel and get another ticket. Does that sound correct?

Under AGR 1.x, that was not necessary; a modification was all that was needed if changing departure/arrival stations or dates. Under AGR 2.0, I wouldn't be surprised if the information supplied was indeed accurate since the aim is to make the program more like the airlines' reward programs.
