I am travelling on the Meteor and have car 9711 southbound and car 9810 northbound. Does anyone know where they are located in the consist or does it change each trip?

The sleepers should be directly behind the diner, at the rear of the train. There should be a baggage car tagging along behind the sleepers.

I just took 98 a few weeks ago. The sleepers, usually 3, are just behind the diner. The lounge is ahead of the diner, then there are about 4 coaches. I think the sleeper numbers going back from the diner are 9810, 9811, and 9812. Enjoy your trip.

Yes, on the SM, the sleepers start at "10" right behind the Dining Car and increase. So 11 is 1 car back and 12 is 2 cars back. Different trains have different sleeper car numbers (10, 20, 30, etc..., with some starting at "0" and some at "1"), but the lowest number sleeper will always be next to the Dining Car. Exceptions are on trains 27/28 and 448/449.

Does Amtrak still swap the consist around twice a year, with the summer consist having the baggage behind the engines, then sleepers, dinner, lounge, and finally coaches at end?

The 9710 should be right behind the Dining car, and 9711 will have the 9710 between it and the Dining car.

Looks like that may need to be updated a bit.... scratch Heritage Baggage, put in Viewliner II Baggage :)
