I've been meaning to ask this since I got back from California in September. I rode the Capitol Corridor from EMY to SJC. Even though it has the Amtrak name, it's very different from the LD Amtrak trains I was used to. From the much more casual atmosphere to the fact that not a single Amtrak employee helping me (and I needed and got considerable help) would accept a tip. It's like another company. Is this a collaboration between California and Amtrak? Are there others in other states?

Amtrak California is operated by Amtrak on behalf of various governing bodies in California - different ones for different routes, but ultimately all having to do with California government or its subsidiaries.

North Carolina has similar arrangement with Amtrak for the Piedmont Service and partially for the Carolinian too.
 
I'm guessing the help you got was from the conductor(s), who are not tipped. Besides the conductor(s) and the person in the cafe, are there any other employees on the Capitol Corridor trains?
 
The baggage cart guy. I didn't notice his uniform so I don't know that he was with Amtrak California. I was just amazed that neither of these people would take a tip but both went out of their way to help me.
