Now that I may have a couple extra hours layover this Sunday at WAS, is there a good place around the station to safely and legally watch and photograph the comings and going on the Corridor?
 
Legally is a tricky word. You should be able to take photos just about everywhere, except places where the general public cant be. But that wont stop a over zealous security officer for exerting their authority over you.

I just want a spot that has a good overview of the tracks and I can get to on foot without having to risk getting run over by traffic or sniffed at by an over zealous Security.
 
Parking garage roof is good.

Hop on the Metro and take it 1 stop to the north, the NoMA station has a great view of everything going in and out.
